After the death of Roman emperor Caligula, Claudius is appointed the new ruler. At the side of the infirm man stands Messalina (Belinda Lee) whose beauty is excelled only by her cruelty and slyness. Behind the back of her husband she spins her intrigues and pulls the power in the Roman empire more and more to herself. Messalina's lover, Lucius Maximus, has gone to ruin after her beauty. He betrays the emperor and his friends, because he recognizes her true face too late.
