Peeping Tom, The (1997)

Hong Kong is being terrorized by a serial killer/rapist (played by Mark Cheng) who kidnaps women, molests them and then saws off their legs to add to his growing collection. Ken Chang (Michael Tse) is the cop on the case. Also stars Jade Leung. (In Chinese language, with English subtitles).
