City On Fire (1979)

Mayor William Dudley (Leslie Nielson) allows a chemical refinery to be built right in the center of town–with disastrous results. After a disgruntled ex-employee (Johnathan Welsh) sets off a terrible explosion at the refinery, two doctors (Barry Newman and Donald Pilon) and a nurse (Shelley Winters) work in perilous conditions to save survivors, all the while in danger of perishing themselves. Also with Susan Clark, James Franciscus, Ava Gardner and Henry Fonda.
